Call: Virtual Training for Data Visualization and Storytelling

Contractor: CTBTO – The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization, Vienna

Proposed Training Duration: The Commission plans to provide virtual training on Data Visualization and Storytelling to staff members. The exact group size will be discussed and agreed on between the Commission and Contractor.

In line with the Commission’s needs, multiple sessions of the training shall be conducted to cover different groups. Each session shall consist of two (2) webinars maximum four (4) hours each, to be conducted on separate dates within an overall period not exceeding ten (10) business days for each group. The training shall be delivered entirely live and online on selected dates/times to be mutually agreed on by the Commission and the Contractor.

Training Requirements:The instructional content of the training shall address the fundamental factors and effective visual and storytelling techniques used to share and present data tailored to a specific audience.

Further, it shall feature interactive activities, practical exercises and case studies inspired by real-life examples preferably in the context of the United Nations.

The training shall cover, at a minimum, the following learning objectives:

• Understanding data plots and the use of neuroscience in evaluating graphical presentation of data.

• Breaking down business problems into data requirements.

• Filtering, focusing, and tailoring data to a specific audience.

• Distinguishing various charts and applying the right type to the appropriate situation.

• Understanding the process of decluttering graphs and removing redundancies.

• Making thoughtful design choices and applying key design principles to communicate clear and memorable graphical messages in the context of the CTBTO’s Corporate Identity Style Manual.

• Turning charts into compelling stories and conclusions that engage the audience, focus their attention, and fulfil their expectations.

• Introducing tips and tricks for PowerPoint and Excel.

The Commission reserves the right to request the Contractor to tailor the minimum content requirements for the needs and level of participants in each session.

The Contractor shall issue a certificate of completion either at the end of the sessions or the certificates shall be sent to the Commission at a later stage, but not later than five (5) working days after completion of the sessions.

The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable Contractor to carry out the following work:

• To support the WHO Academy in the design, production, translation and delivery of multilingual digital, in-person, and hybrid courses

• To provide the WHO Academy with research and evaluation expertise in adult learning, competency-based learning, and digital education

• To support the WHO Academy in the development of the Learning Experience Platform, including web services, digital design, user experience, user interface, trouble-shooting, debugging, product improvement, etc.

• To support the WHO Academy in digital marketing, outreach, and business services.

WHO requires the successful bidder, the Contractor, to carry out work in one or more of the following 9 domains:

1 Course design and production: Support to course design teams in identifying the appropriate learning objectives, tools, platforms, behavioural insights, and marketing mechanisms to ensure achievement of learning outcomes and impact; provision of services in learning design, digital design of course content, and recommendations for innovation in learning modalities and tools, keeping in mind the multilingual character of the target audiences.

2 Course delivery (instructors, online facilitators): provision of resources (people, products, information, technologies) to facilitate course delivery and operations, including instructors, online facilitators, in-course support and moderation, and process improvement; management of learner achievement, recognition, and interoperable learner records. For the Academy’s simulation centre, instructors to deliver face-to face and/or virtual trainings, related to the area of emergencies including but not exclusive to: mass casualty management (preparedness and response); clinical care delivery; management of complex emergencies (preparedness and response).

3 Research and evaluation: development of mixed methods research tools to study and evaluate learning outcomes, impact and processes (changes in skills, knowledge, attitudes, and behaviours).

4 Learning technologies and innovations: open certification and credentialing system, development, refinement, and trouble-shooting of the learning experience platform to support innovation in course design and delivery as well as product design, usability and accessibility measures to ensure equitable and facilitated access; provision of services in app development, web design, content management, software management, user interface, user experience, extended reality, artificial intelligence, natural language processing (eg. Conversational agents), and virtual simulation. Augmented reality/virtual reality (AR/VR) designers to strengthen our creative technology team in the creation of high-quality AR/VR learning courses.

5 Digital marketing of courses and services: Strategizing, planning and execution of online/digital tools, platforms and channels to raise awareness of the Academy’s products, build its brand, generate leads, and grow the membership base.

6 Multilingual Learning

• Editorial services for original language (mostly English) editing, proofreading and quality control.

• Translation services into Arabic, Chinese, English, French, Russian, Spanish and other languages to ensure the timely, high-quality translation of the Academy’s products.

• Localizaton services: In addition to translation, execution of technical localization tasks, such as the pre-processing of files for extracting translatable content, post-processing of files, and building and testing of the localized products.

• Provision of workflow, editorial and computer-assisted translation/machine translation tools and systems.

7 Strategic Advisory Services: Strategic advisory services relating to the Academy’s establishment, stakeholder engagement, change management, organizational design, business process design and optimization and managing a hub and spokes model. Legal advisory services relating to intellectual property, artificial intelligence and data privacy.

8 Business services: Services supporting business planning, finance, budgeting, risk management and internal control, product development, pricing strategy, product development and growth.

Purpose/objective of the project: The use of OSI e-learning resources takes place both prior to and throughout the conduct of the training programme and provides important background information and knowledge to training activity participants. Lessons identified from IFE14, the second training cycle and outputs from the Expert Meeting on Training, have identified the further development of OSI distance learning and simulation tools as a key priority for the development of the next training programme. This includes an analysis of the existing OSI training curriculum in order to identify topics which have traditionally been delivered through in-person presentations and to determine their suitability for conversion into e-learning resources. The Contractor will work with OSI staff members and subject matter experts on the redesign of e-learning modules. 

Scope of work and work tasks: This ToR calls for the redesign and delivery of 7 e-learning modules (each approximately 1.5 – 2.75 hours of learning time) (hereinafter referred to as “the Work”). The current modules are Flash-based. They do not meet Web accessibility W3C/WCAG 2.0 standards and are not accessible on iOS devices. Furthermore, Flash will be fully phased out by Adobe in 2020. 

These modules are preparatory resources in 3TC hybrid and online technique-specific training courses, as well as upcoming refresher trainings. They shall also be shared via the OSI E-Learning Library, a dynamic training repository which remains available to trainees in perpetuity.

Redesign Objectives:   Technical update: valid HTML5 code for modern and responsive design satisfying accessibility (WAI) requirements.  Content update: Making sure all content meets current state of CTBTO-expertise and contractual requirements.  Design: Homogenous design for all courses, modern look and feel, adaptable to changes in corporate design guidelines, suitable for current and also adaptable to future devices.  Maintenance of content: Easy adaption, quality assurance, error handling, change requests without being dependent on proprietary file formats.  Data handling: Versioning, historization of data, rollback incl. preview.

Bidder’s Experience  Experience in managing and executing work of similar scope and complexity. Please provide a description of past projects of similar scope and complexity in the past 5 years.  Especially focus on experience in developing E-Learning modules

Experience of staff  Demonstrated expert ability with off the shelf e-learning tools such as Adapt Framework and Adapt Authoring tool.  University degree in computer science, instructional design, or a related field with a strong emphasis on accessible e-learning and web design, graphic design, etc.  Demonstrate 3 to 5 years of recent experience in the development of technically and pedagogically sound elearning modules and resources.  Demonstrate 3 to 5 years of recent experience in use of HTML and for e-learning development.  Demonstrated ability to work effectively (and across distance) with subject matter experts and other stakeholders on the development of e-learning modules which deal with complex topics or detailed procedures resulting in effective learning resources.   Demonstrated experience in developing SCORM packages and working with LMS systems such as Moodle.  Demonstrate ability to communicate orally and in writing in English at a professional level.

European Asylum Support Office (EASO, Malta) bude letos vypisovat tendry na “e-Learning Filming production services for e-Learning purposes” s rozpočetem €600.000 pro celý 4-letý rámcový kontrakt. Soutěž by měla odstartovat už na jaře.

A dále je na Q4 plánován tendr na “e-Learning Provision of e-Learning content authoring services using emerging technologies Artificial Intelligence / Virtual Reality / Augmented Reality”. Budget je stejný jako v prvním případě, tedy €600,000 na 4 roky.
