Background: This procurement procedure is launched with a view to concluding a four years’ framework contract for audiovisual production services (research, design and production of audio and/or video content) to be aired on web, on social media, on TV channels, in digital platforms and in public events. The contractor will be required to translate the complexity of the ETF activities into highly professional audio-visual products containing easily comprehensible messages, which are imaginative, innovative, engaging and convey the ETF’s core messages to different audiences.

Objectives and expected results of the services

This procurement procedure is launched with a view to concluding a four years’ framework contract for audiovisual production services (research, design and production of audio and/or video content) to be aired on web, on social media, on TV channels, in digital platforms and in public events. The contractor will be required to translate the complexity of the ETF activities into highly professional audio-visual products containing easily comprehensible messages, which are imaginative, innovative, engaging and convey the ETF’s core messages to different audiences.

The contractor undertaking to produce the content will be responsible for conducting all necessary research, developing and suggesting original, documented and attractive concepts, preparing film script ideas and scenarios, storylines, organising and carrying out filming, editing and all post-production work. The contractor will provide advice on target audiences, messages, creative concepts, content (script/concept testing), channels, choice of form of audiovisual product so as to maximise the product’s impact.

The contractor will be required to produce/edit/re-edit a wide range of professional quality audiovisual material in a variety of formats in accordance with the ETF requirements. Such productions should include, but are not limited to:

• The production of short documentaries on the ETF activities;

• Explanatory animations;

• Interviews and reports from ETF events;

• Podcast recordings;

• Social media teasers and clips.

In order to deliver the services described, the contractor may be requested to:

• Prepare concept notes, scripts and storyboards,

• Edit images, insert titles, captions into new and/or existing audio-visual material,

• Direct interviews with people identified by the ETF or by the contractor,

• Prepare animations, incorporate animated graphics into audiovisual material, such as animated short sequences, animated charts and data visualisation, animated cartoon, 2D and 3D visual effects and animation;

• Execute location research and film;

• Record or edit video, image and sound;

• Add or edit music and soundtracks as necessary.

According to the needs of the services requested, the videographers may be assisted by technicians for example for sound, lighting, or additional cameras.

The contractor will follow developments in the audiovisual industry’s standards (e.g. in video formats and styles) and best practices and adapt the audiovisual products accordingly.

In addition to the original edited production and raw footage, the contractor may be requested to supply any re-edits which may be necessary to re-use parts of one or more productions for additional activities. In addition, the ETF may require the contractor to re-edit audiovisual material produced by the contractor or third parties, for example, videos supplied by other EU projects. The contractor may also be required to reproduce audiovisual material, as well as convert it into different formats.

Existing material to be used as content may need to be purchased from digital libraries: In principle, music, stock footage, graphics, subtitles, etc are considered to be included in the contractor’s fees, as is the cost of standard equipment (camera, sound, lighting, etc.) required for the performance of the services. The use of special equipment, items or tools necessary to carry out the services will be agreed between the parties and reimbursed at cost.

The content produced will generally be in the English language, but Arabic, French, Italian and Russian are also used. Other EU languages as well as non-EU languages of the ETF partner countries are also sometimes used. In the case of video content, the contractor may be asked in some cases to provide titles/subtitles in English and other languages identified by the ETF (especially for online and social media use), including translation of titles/infographics from the original audiovisual material. In such cases, the contractor will be asked to undertake video editing, authoring and insertion of subtitles in accordance with the content and synchronicity.

The contractor may be required to transcribe existing titles/subtitles, voice-overs and original sound in English and provide a translation in other languages and vice versa. Transcriptions of original sound have to be delivered as clean read transcriptions. Translation costs will be borne by the ETF.
