Call for: Technical assistance Contract for the implementation of a new web interface in Angular 7

Contracting Authority: European Satellite Centre (SatCen), Madrid

Description of the contract: SatCen developed in 2010 an important application to manage its internal production workflow. This application was developed then using ASP.NET, Ajax and Telerik and MS SQL for the backend. The application is currently being refactored to micro-services and Angular 7 for the frontend.  In order to accelerate the deployment of the new version of the application, the  SatCen seeks to award a technical assistance contract for a maximum duration of seven (7) months for the execution of the following tasks under the leadership of the application main developer:

1.            Create Angular 7 modules and components with the main goal to improve the overall performance of the web interface,

2.            Interact with a Rest API to consume and update backend data,

3.            Write unit test,

4.            Document the developments.

Due to the nature of the activities, most of the work shall be performed at SatCen premises.

The signature of the contract is expected for end of October 2019.

The maximum estimated price for all the services described is Euro 60,000, without VAT.

Description of the procurement procedure: This ex-ante publicity is the first stage of a negotiated procurement procedure (with consultation of at least 3 candidates) through which the SatCen may award the above-mentioned service contract. The purpose of this notice is to support the SatCen in the selection of candidates to be invited to submit an offer.

EOI Form: In their declarations of interest (300 words maximum), economic operators should demonstrate their ability to fulfil the contract and provide details of their experience in the field of the contract.
