The present call for tender covers two lots: Lot 1: Web Scale Discovery tool, defined as a tool which should: – harvest content from Library’s local repositories, from remotely hosted databases and serials to which the Library subscribed and from public open databases, creating a unique centralized and normalised index on which queries will be performed; – offer a fast retrieval service with the possibility to modify the relevancy ranking; – provide a user interface offering a single search box (Google-like) and features as faceted navigation.
Lot 2: Link Resolver and Knowledge Base associated. Current situation: The Library of the European Parliament maintains an intranet website, accessible to the European Parliament staff, via the internal network of the institution only. Embedded within this intranet site, a Web Scale Discovery tool combined with a Link Resolver has already been implemented three years ago. It only covers the journals’ subscriptions of the Library. The local catalogue of the Library has not been uploaded in the system and no ebooks are referenced. The local catalogue counts approximatively 200.000 records. It is managed via the ILMS “Symphony” from SirsiDynix (WorkFlows version 3.5.0.0.1254) and retrievable via a proprietary system developed by the Library IT team some years ago. The number of potential internal users is around 8.000, but only 1.000 user accounts are flagged as active within the ILMS (Integrated Library Management System).
Purposes: The present procedure covers three aspects: – replacement of the Web Scale Discovery tool currently available on the intranet of the EP network
– This configuration would only contain the journals’ subscriptions of the Library. A second phase could be requested, where the configuration would contain both the local collection and journals’ subscriptions. the launch of the Library’s catalogue on internet (external public website) This configuration would initially only contain the local catalogue and not the journals’ subscriptions of the Library. A second phase could be requested, where the configuration would contain both the local collection and journals’ subscriptions. – a sandbox This configuration would contain both the Library’s catalogue and the journals’ subscriptions. It would allow us to prepare the launch of the future internet Library’s website that should occur in 2-3 years. Eventually, this site should be available on internet, offering access to the local catalogue and to the journals’ subscriptions of the Library, with a user authentication allowing a personalisation of the Library’s services.
Timeline – The timeframe expected is the following one:
1. mid-November 2016: the intranet configuration finalised
2. mid-December 2016: the internet configuration finalised
3. mid-December 2016: the sandbox configuration finalised
Tasks/Deliverables to be provided
Implementation: The providers will, for the intranet, the Internet and the sandbox configurations: – deploy and parameterise the systems – import local data when requested – run all necessary tests, such as o connectivity o performance o effective integration of our resources (serials and journals) – provide the Library with a support service accessible to the dedicated Library team during the core business hours CET time (09.00 – 17.000 Mo-Fr);
