Three new calls for awareness raising campaigns on cybersecurity by ENISA

Stakeholders Strategy and Awareness Raising conceptual framework

ENISA is seeking support in two activities that will build the basis for the ENISA Awareness Raising program of the years to come. Firstly assembling the ENISA Stakeholders Strategy which will identify the communities and prioritise their needs in cybersecurity. Moreover, ENISA will seek support in creating a complete awareness raising conceptual framework which will be the basis for targeted cybersecurity campaigns.

LOT 1: ‘Stakeholders Strategy’  – budget: €70.000,00. ENISA under this contract seeks to receive services on the following:

Develop the stakeholders vision and management framework for ENISA stakeholders;

Identify the ENISA target groups, through internal input, and reflect on their common characteristics and group them accordingly;

Bring to light and list already existing initiatives (on cybersecurity AR) targeting these groups;

Classify their cybersecurity needs, expectations and gaps based on already existing initiatives ;

Create a stakeholders inventory and prioritise their needs in cybersecurity;

Reflect on stakeholder management tooling which can support management.

The successful contractor will be the one demonstrating experience in stakeholders management planning and will provide innovative strategies towards expanding ENISA’s outreach. The result of this contract will be the ENISA Stakeholders strategy which will remain an internal document for consultation and act as the basis for further activities linked but not limited to awareness raising.

The project has foreseen duration of 8 months, starting late March 2021 and ending October 2021.

LOT 2: ‘Awareness raising conceptual framework’ – budget €50.000,00. ENISA under this contract seeks to receive services related to the following:

Creating a complete conceptual framework for organising awareness raising campaigns in cybersecurity;

Map already existing frameworks or common practices used at European or national level;

Identify mechanisms, tools and procedures for developing campaigns for awareness raising – both general ones and those suitable for specific groups of stakeholders;

Develop the lifecycle and specific steps to take when designing, organising and launching an awareness raising campaign;

Improve and collect information on evaluation methods for measuring the impact of a campaign and propose concrete metrics and KPIs for such purpose.

The successful contractor will be the one demonstrating experience in designing and managing awareness raising campaigns and will provide innovative strategies towards expanding ENISA’s outreach. The result of this contract will be the ENISA awareness raising conceptual framework, an internal document based on which ENISA will launch pilot – campaigns based on the target group needs.

Promotion and dissemination strategy

Deadline for the EOI: 2021-02-17

Negotiated procedure: maximum budget €70.000

 ENISA is seeking support in creating the strategy for the promotion and dissemination of cybersecurity best practices.  The aim of this project is to create a consolidated promotion strategy and identify consistent channels amongst ENISA ecosystem or new ones, to deliver cybersecurity awareness content.

ENISA under this contract seeks to receive services for the following (but not limited to):

Collect and consolidate input received from ENISA Units/Teams and from other stakeholder groups which will be indicated by ENISA;

Document existing promotional activities on cybersecurity in the EU;

Prioritise topics based on the input received and on the gap analysis;

Identify channels, means and processes for promotion and assess the impact it creates in each audience;

Create guiding principles and performance indicators for successfully promoting cybersecurity related material.

 The successful contractor will be the one demonstrating experience in stakeholders management planning and will provide innovative strategies towards expanding ENISA’s outreach. The result of this contract will be the ENISA Promotion and dissemination strategy which will remain an internal document for consultation and act as the basis for further activities linked but not limited to awareness raising.

The project has a foreseen duration of 4 months, starting late March 2021 and ending July 2021.
