Cílem projektu je naplánovat a vyvinout aplikaci databáze, která bude instalována na serverech EDA (rezidenční a/nebo cloud), a připravená k naplnění uživateli z různých účastnických členských států neutajenými snímky v různých spektrálních oblastech (viditelné, infračervené vlnové délky a případné mikrovlny) společně s každou informací a metadaty, jež budou považovány za nezbytné či užitečné pro testování nebo účely výzkumu ve sféře obrany.

Background: A group of experts from several participating Member States proposed EDA to create a database to be populated with typical unclassified background scenes at visible and infra-red wavelengths. The terrain database should help to: * Improve availability of image data and data quality; * Pool and share collected data, enabling cost reduction; * Develop tools to design and standardise camouflage materiel specifications. The scope of this European Terrain Database (ETDB) will be also extended to the region of microwave frequencies, in order to make the use and application wider. In this latter case, the data will mainly consist of clutter maps, but they will still be unclassified.

Selection criteria:

1) Economic and financial capacity: 1.1 The tenderer must have a minimum annual turnover for the last three financial years for which accounts have been closed of 70 000 EUR

2) Technical and profissional capacity – Minimum capacity level relating to tenderers: 2.1 The tenderer shall demonstrate experience in one or more of the following fields: OPTRONIC sensors, RADAR technologies, VIS/IR/RADAR signature, camouflage material, proven by the successful completion of at least 2 projects (with minimum value for each project of 30 000 EUR) in the last three years; 2.2 The tenderer shall demonstrate capacity to draft reports in English with a minimum of two projects delivered in the last three years. Minimum capacity level relating to the team delivering the service: 2.3 The tenderer shall appoint for the project a team with minimum three specialists with the following expertise: • Project Manager with a minimum of 5 years’ experience in conducting projects at international level, with special dimension given to science and engineering; • 1 expert with a minimum 3 years’ experience in one or more of the following fields: OPTRONIC sensors, RADAR technologies, VIS/IR/RADAR signature, camouflage material; • 1 expert with a minimum of 3 years’ experience in software development, with specific reference to databases. 2.4 All the experts must be highly proficient in spoken and written English.
