Details: The objective of this Call for Tenders is to award a Framework Agreement to a successful tenderer for the provision of Metropolitan Area Network (MAN) communication services for the EIB Group buildings and datacentres in Luxembourg and Wide Area Network (WAN) communication services for EIB Group external offices.

Technical and professional capacity
Criterion T1: Relevant experience
The Tenderer must demonstrate experience of performing at least 3 contracts of a similar scope and scale to those required in this call for tenders and which have been provided continuously for a period of at least 24 months within the last 5 years before the deadline for submission of tenders.
To demonstrate similarity of scope and scale, all of the following conditions must be met:
Scope:
– The scope of each contract must be either MAN Services or WAN Services or both.
– At least 1 contract must demonstrate provision to a single client of minimum 2 x Internet (IP Transit) connectivity (>= 1Gbps) with DDOS (Distributed Denial of Service) services.
– At least 1 contract must demonstrate provision to a single client of minimum 10 x Ethernet Services (>= 1Gbps).
– At least 1 contract must demonstrate provision to a single client of SIP (Session Initiation Protocol) Trunking service with at least 50 SIP Channels.
– At least 1 contract must demonstrate provision to a single client of minimum 20 x WAN Connectivity (>=20Mbps) over MPLS (Multiprotocol Label Switching) Backbone.
Scale:
The value of the MAN and/or WAN services already provided to a single client under each contract within the last 5 years before the deadline for submission of tenders must be of at least EUR 500,000 per year3 (services already invoiced to the client).
Criterion T2: Technical resources
The tenderer must have the technical resources to connect all existing EIB Group buildings and locations in Luxembourg and to provide the mandatory services to EIB External Offices without delay. Specifically, the tenderer:
– must have POPs (Point of Presence) in Luxembourg (Bissen LuxConnect and Windhof EBRC Datacentres) at the time of submission of the tender. If, at the time of submission of the tender, the tenderer does not have such operational POPs in Luxembourg (Bissen LuxConnect and Windhof EBRC Datacentres), it shall confirm that it is able to have, and commit to have them as a condition precedent to the signature of the Framework Agreement, if successful;
– must be able to provide Ethernet Services in Luxembourg and locations listed in Annex A – Technical Specifications – Table 1;
– must be able to provide Internet – IP Transit in Bissen LuxConnect and Windhof EBRC Datacentres located in Luxembourg;
– must be able to provide SIP Trunks in Luxembourg and in EIB External Office locations (only those External Office locations marked as “Mandatory locations” in Annex A – Technical Specifications – Table 9);
– must be able to provide MPLS Services in Luxembourg and in EIB External Office locations (only those External Office locations marked as “Mandatory for the service provider to connect with MPLS connectivity” in Annex A – Technical Specifications – Table 5).
Economic and financial capacity
Criterion F1: Turnover – The Tenderer must have for each of the past three financial years for which accounts have been closed and final audited figures are available, an annual overall turnover of at least €5.700.000.
