The UNIDO Websites Environment: UNIDO operates Public Websites based on the Drupal 8 Content Management Framework.  Additional tools and databases in use include, but are not limited to, Node.js, MongoDB, AngularJS, PHP Laravel and PostgreSQL.  The servers are Linux-based and virtualized.  The physical hosts are housed and operated at UNIDO HQ.

 UNIDO will provide remote access for the Contractor’s consultants via UNIDO’s remote access infrastructure.

Scope of Services – Call-off Support: Contractor scope of call-off services shall include, but not be limited to, onsite and remote senior website expert consultancy services related to the ongoing design, development, site administration and support of UNIDO’s websites as and when required by the UNIDO Web Team in the following capacities:  Senior level Drupal development (Front End/Back End);  Senior level Drupal Solution Architect;  Senior level Full Stack development.

Consultant Qualification Criteria: The contractor shall provide senior website expert consultant(s) who meet the following minimum qualifications and experience:

General Qualifications and Experience for all senior website expert consultant(s):  Minimum 3 years and preferably 5 years experience;  Educated minimum to a degree level in the relevant area or equivalent in experience;  Experience in a United Nations environment is preferred;  Good interpersonal skills and experience in working with a multinational workforce;  Trainings in relevant area from certified training centers or equivalent in experience;  Previous experience at UNIDO is preferred;  Fluent in written and spoken English.

Senior Drupal Developer (Front End/Back End) Experience Criteria:  Drupal 8 content design (content related modules such as Paragraphs, Bricks, Panels and Panelizer; Setting up and supporting multi-lingual content);  Drupal 8 custom module development and testing (agile development with PHP 7 in Drupal 8; Familiarity with tools and methodologies such as GitFlow).

Senior Drupal Solution Architect Experience Criteria:  All criteria as outlined above for Senior Drupal Developer; and  Drupal 8 application architectural design;  Drupal 8 visual design and theming (mobile-first web design; Familiarity with Atomic Design concepts and tools such as Pattern Lab and/or KSS Style Guide);  Drupal 8 maintenance and site administration (tasks including data migration, upgrade, backup, security, performance tuning and search engine and application optimization);  Migration to Drupal 8 created content management systems (CMS) from other CMS;   Setting up continuous integration scenarios for example with GitLab and/or Jenkins.

Senior Full Stack Developer Experience Criteria:  Implementing UI components using web technologies such as HTML5, CSS3, JavaScript;  AngularJS/Angular 6+ and Typescript;  RDBMS SQL or preferably PostgreSQL;  RESTful web services using PHP frameworks (preferably Laravel);  Node.js ecosystem;  Hands-on experience using modern build tool chains and package managers (Webpack, Gulp, Grunt, NPM);  Best practices in an enterprise development environment (e.g. test-driven development, continuous integration, source code control).
