Background: The contracting authorities are looking for effective and high-quality external support for communication strategy design and advice, the development of specific communication campaigns as well as digital and online communications.

Expected results: The list of activities and deliverables that the contractor is expected to undertake and produce is presented in this section. Depending on the contractor’s methodology for the provision of services, these activities might change, but a deviation from the activities below may happen only subject to agreement with the contracting authorities. The performance of these activities is not sequential. The activities will require several feedback cycles and may also be performed in parallel. It is also expected that the contractor will work on multiple projects in parallel.

For each specific contract the contracting authorities will provide the contractor with a detailed list of requirements. The contractor will then submit a detailed price offer based on these requirements. Any other service required for the implementation of this framework contract which has not been described in these specifications, may be subject to an ad hoc quotation.

The contractor will be requested to follow an agile development process and allow for several feedback cycles before the completion and final approval of the requested deliverables. Project requirements and timelines may therefore need to be adjusted during project execution, necessitating several feedback cycles and an effective change management strategy. The contractor’s recommendations will be taken into account in the planning and execution of specific projects.

The contractor is expected to provide advice and support and deliver the following type of services:

■ the design of communication strategies either at organisational level or for specific projects or topics/ thematic communication;

■ advice on the development and implementation of digital communication strategies;

■ the definition and implementation of launch strategies for new campaigns and planning of consequent activities providing advice and support for the launch of new campaigns; advice and support for integrated digital and social media campaigns, including requirements analysis for digital communication activities;

■ the identification and segmentation of specific target audiences and advice on engagement and outreach approaches;

■ the development of messages and providing advice on storytelling;

■ support to message testing;

■ the creative conceptualisation of campaigns, e.g. overall visual approach and key messaging;

■ selecting appropriate ongoing and ad-hoc communications tools and channels;

■ up to date advice on digital communication channels and platforms;

■ support for online community development and management;

■ development of measurement frameworks and evaluation of campaign success;

■ training on strategic communications, communications campaign development and implementation and related services.
