Call for: Provision of IT and Data Services to the EIF
Contracting Authority: The European Investment Fund (hereinafter ‘the EIF’), Luxembourg
5 providers will get framework agreements – re-opening of competition mechanism later on
Budget max €60.000.000 over 4 years
Scope of Services: The scope of this procurement procedure is the provision of services to support the EIF in the field of IT and data. The services, across which, support is sought cover the following areas:
1. Application Development and Deployment, which includes but is not restricted to: End-to-end implementation and maintenance of IT delivery projects supporting both the Digital transformation of the EIF and the business-as-usual (e.g. custom development, implementation of web-based applications, package implementation and configuration/adaptation typically managed through release management processes). The ranges of services include the full life-cycle of solutions development privileging an agile development approach (user experience expertise, project management, business analysis, functional analysis, technical architecture, development on broad set of solid and modern technologies, quality assurance/testing).
Expected average on-site work requirement: 20%
2. Information management, governance and data science, which includes but is not restricted to: The definition, maintenance and execution of the EIF data governance framework in line with the EIB Group Data governance.
-The End-to-end integration, implementation and maintenance of data foundational capabilities (storage, ingestion, reporting, processing and visualization)
-The End-to-end integration, implementation and maintenance of data flows (reporting flows, automated data exchanges with 3rd parties)
-The gathering, cleansing and validation of internal and external data together with the discovery of internal and/or external data sources to experiment advanced analytics use-cases and generate relevant insights focussed on data valorisation. Development and implementation of predictive/descriptive algorithms leveraging analytics and AI.
Expected average on-site work requirement: 30%
3. Automation and exploration of advanced and/or emerging technologies – new technologies development, which includes but is not restricted to: – Implementing process automation based on review and optimization of the EIF business processes,
-The prototyping and development of automation use cases leveraging advanced/emerging technologies such as Artificial Intelligence; Machine Learning; Robotic Process Automation; Blockchain; Smart Contract, amongst other
Expected average on-site work requirement: 50%
4. IT Strategy, Security and Architecture, including Cloud and Cyber Security, which includes but is not restricted to: The definition and maintenance of the IT strategy in line with the EIF digital and data Strategy
– The definition and maintenance of the EIF architecture guiding principles in line with EIB group enterprise architecture
– The definition and maintenance of the EIF business, information, application, technology and security architectures
– The definition and maintenance of the EIF cyber security strategy in line with the EIF digital and business Strategy
– The workload and costs-benefits estimates
– The validation of the technical design of IT delivery projects, including the security requirements
-The IT coordination and central governance across requests/projects comprising both the transformation program and other initiatives involving IT capabilities (as part of BAU)
Expected average on-site work requirement: 30%
5. IT service management (running support, maintenance, enhancement and helpdesk services across solutions), which includes but is not restricted to: – Supporting the running of existing or new solutions requiring the management of IT services alongside internal teams (helpdesk, business analysis, functional analysis, technical configuration/customisation, testing/quality assurance, identity and access management
and incident management). For more information about existing information solutions landscape, please refer to Appendix 1 to Annex 4 – “EIF solutions’ architecture”.
Expected average on-site work requirement: 30%
Within each area, various profiles (i.e. experts in each subject matter) are required. For every profile required, different levels of experience are considered (Junior, Senior and Expert)
Specific needs in terms of the profiles required will be specified in the context of future individual Assignments (ATORs)
Candidates must respond to and prove their ability/expertise in covering all the above-mentioned areas of services, that the EIF is seeking support.
The maximum number of providers to be awarded a Framework Agreement in the context of this Call for Tenders is set to five (5).
Independently of the profile experience the proposed team must possess the following capabilities:
• Strong skills in Microsoft Excel, Word, Power Point;
• Excellent written and spoken English;
• Excellent communication and presentation skills;
• Excellent organisational skills;
• Ability to write clearly and concisely.
It is to be noted that at this stage, that Tenderers do not need to provide with CV’s of staff, but they will need to prove they have a sufficient capacity to deliver on the relevant areas.
