LOT-1: Impact assessments, evaluations and related studies in the field of communication.
Budget without VAT: €15.000.000
Description: This lot covers services for impact assessments, evaluations and related studies in the field of communication. The services may include (non-exhaustive list): – Impact assessments and ex-ante evaluations; – All types of on-going/accompanying, interim and ex-post evaluations of communication activities and other studies analysing the performance of communication; – Fitness checks, meta-evaluations and synthesis studies.
Under this lot, the following specific tasks may be performed as part of an evaluation or study (non-exhaustive list): – To reconstruct or assess an intervention logic; – To support the contracting authority in fine-tuning and improving communication objectives for future actions; – To answer evaluation questions and present overall conclusions and to prepare syntheses of existing evaluation results; – To use specific evaluation tools and methodological approaches, such as statistical analysis, cost-benefit analysis, cost-effectiveness analysis, needs assessment, benchmarking, etc.; – To measure and quantify results and impacts retrospectively; – To apply testing methods such as randomised controlled trials, for testing messages or materials; – To collect quantitative and qualitative data and information through desk research, surveys, interviews, focus groups, workshops, expert groups, case studies, open public consultations, etc.; – To analyse the data using appropriate methodological tools; – To prepare, design and conduct empirical work, such as evaluation-related case studies; – To carry out a behavioural insights analysis, identifying nudges and developing strategies for improved decision-making; – To set up and run citizens’ panels for tracking perceptions and behavioural change (to not be confused with citizens’ panels as a citizen engagement method); – To analyse the conditions to introduce AI in the implementation, monitoring or evaluation of communication services.
LOT-2: Purchases of specific monitoring and evaluation methods, tools and services that are not part of an evaluation or related study.

Description: This lot covers purchases of specific monitoring and evaluation methods, tools and services that are not part of an evaluation or of an evaluation related study.
The services may include (non-exhaustive list): – Preparatory tasks before launching a communication action (needs analysis and problem definition, feasibility and scoping analysis); – Target group identification, stakeholder mapping and target audience analysis; – Market analysis or other type of communication consultancy; – Stand-alone surveys for preparing, monitoring or evaluating communication actions or open public consultations including using EU Survey or a similar tool, analysing the results and drafting reports; – Organising in person or virtual focus groups and preparing a summary report of the findings of the focus group; – Designing/implementing monitoring systems for communication actions or services; – Applying artificial intelligence to monitoring and evaluation of communication.
