Tendr: Procurement of Video Teleconferencing (VTC) Equipment

The video teleconferencing system will be used for video conferencing with the EU offices, Macedonian Delegations in EU, and possibly between different governmental institutions within the country.  At the moment, network infrastructure at the premises of SEA in Skopje where video conferencing should be deployed is IP based with a capacity sufficient for HD video conferencing.

Video Teleconferencing System General Requirements. Video teleconferencing system to be purchased consist of:

GR1: software component: cloud-based video conferencing and collaboration software (for up to 8 users/licenses) that will enable up to 8 simultaneous video conferencing sessions. The potential bidders should provide bids that cover 1 (one), 3 (three), and 5 (five) years licence period.

GR2: hardware component: one video teleconferencing room with corresponding licence model that will enable this room to be used with software component as well. The room should be provided as single package (screens, speakers, codec, camera, touch user interface, microphones, wall mounting or floor stand) designed for medium to large size room (average room size 15 x 6 x 3 m). LAN cable should be provided with a room, as well as minimum 2 presentation cables (HDMI-to-HDMI), and power cable. The potential bidders should provide bids that cover 1 (one), 3 (three), and 5 (five) years licence period.

Video Teleconferencing System Functional Requirements.

Cloud-based video conferencing and collaboration software

FR1: VTC system cloud-based video conferencing and collaboration software should be implemented as web-based platform. Free multiple weeks trial of the platform will be considered as advantage.

FR2: VTC system cloud-based video conferencing and collaboration software should have mobile support for iOS and Android operating systems as minimum. Support for additional mobile platforms will be considered as advantage.

FR3: VTC system cloud-based video conferencing and collaboration software need to have support for video conferencing virtual rooms. Possibility to participate with guest account in virtual rooms will be considered as advantage.

FR4: VTC system cloud-based video conferencing and collaboration software need to have meeting management features. Integration of the meeting management in standard office tools will be considered as advantage.

FR5: VTC system cloud-based video conferencing and collaboration software need to have collaboration tools available for meeting participants. Call sharing, file transfer and chat will be considered as minimum tools needed. Additional tools (e.g. collaborative work on documents) will be considered as advantage.

FR6: VTC system cloud-based video conferencing and collaboration software need to have possibility for video call recording both on cloud and locally. Tool for management of recorded calls will be considered as advantage. Potential bidders should elaborate on needed storage capacity and procedures in case of local recording and storage capacity in case of cloud recording.

FR7: VTC system cloud-based video conferencing and collaboration software need to have recorded call playback feature. Possibility to integrate this feature with social media will be considered as advantage.

FR8: VTC system cloud-based video conferencing and collaboration software should have possibility to deploy webinars. Possibility to invite users as guest to webinars will be considered as advantage. Potential bidders should elaborate procedures for providing this feature.

FR9: VTC system cloud-based video conferencing and collaboration software should be implemented with a minimum of access control and SSL based security. Advanced security features will be considered as advantage.

FR10: VTC system cloud-based video conferencing and collaboration software should have possibility to integrate products from third party providers. Potential bidders should elaborate procedures for providing this feature.

FR11: VTC system cloud-based video conferencing and collaboration software should have possibility auto notifications on critical actions. Critical actions are actions that disable functions of the VTC (see use cases provided).  Logging of critical actions will be considered as advantage.

Video teleconferencing room

FR12: VTC room should have minimum H.264 and H.265 video collaboration codecs. It should also have support of following audio standards: G.711, G.722, G.722.1, G.729, AAC-LD.

Dual stream standards supported by VTC room should be H.239 (H.323), Binary Floor Control Protocol (BFCP) Session Initiation Protocol (SIP) dual stream.

Multisite supporting codecs will be considered as advantage.

Multisite supporting codecs include Adaptive SIP/H.323, H.323, SIP, and VoIP in the same conference, Support for presentation (H.239/BFCP) from any participant, Encryption and dual stream from any site

FR13: VTC room should have two 55 inches LCD monitors with LED backlight and minimum Resolution: 3840 x 2160 (16:9), Contrast ratio of 1100, Viewing angle: +/- 170 degrees, Response time of 8 ms, and Brightness of 440 cd/m2

Video inputs of the VTC room should be minimum 1 HDMI input that supports formats up to 1080p60 and 2 HDMI inputs that support formats up to maximum 4K (3840 x 2160) at 30 fps including HD1080p60.

Video outputs of the VTC room should be minimum 2 HDMI outputs that support formats up to 3840 x 2160p60 (4Kp60) and live video resolutions (encode and decode) up to 1920 x 1080p60 (HD1080p).

FR14: VTC room should have fully automatic camera that automatically detects meeting participants, detects and switches between active participants.

FR15: VC room should have integrated multichannel loudspeaker system with dedicated bass speakers. The frequency response should be in the interval: 70 Hz to 20 kHz (+/- 3dB) and the output level SPL should be less than 104dB per square meter. 

It should have minimum 2 external microphones with option for ceiling microphones. Audio inputs should have support for 4-pin mini-jack and HDMI. VTC room should have support for external stereo audio output.

Following audio features should be offered by VTC room:  20-kHz audio, Prepared for inductive loop (line out), Automatic Echo Cancellation (AEC), Automatic Gain Control (AGC), Automatic noise reduction, Active lip synchronization

FR16: VTC room should have easy meeting join experience and should be easily controlled by the touch user interface provided with the equipment.

FR17: VTC room should support WLAN and LAN. The video and content sharing should be done both by LAN and WLAN interface.

FR18: VTC room hardware should be optimized to run on a cloud platform, in shared rooms and spaces with easy access to hosted conferences. Potential bidders should elaborate on this.

FR19: VTC room hardware should support H.460.18, H.460.19 firewall traversal standards. Potential bidders should elaborate how VTC room can be connected to a standard firewall.

Video Teleconferencing System Nonfunctional Requirements.

NFR1: VTC room hardware should be in compliance with following regulatory directives: Directive 2014/30/EU (EMC Directive), Directive 2014/35/EU (Low-Voltage Directive) for the non-radio versions as well as any EU product safety regulation.

NFR2: Technical and functional specifications: every component part of the system must be accompanied by technical and operating specifications. In particular, communication interfaces between the various components including network devices at SEA premises, and standards used, should be described;

NFR3: Hardware: hardware equipment that is needed for the system must be described by documentation describing the procedures for configuration and usage;

NFR4: For software which contribute to the realization of the system, solution provider must provide documents that describe the procedures for installation, configuration, usage and troubleshooting.

NFR5: User Manuals: the system must have user manuals that explain the use of the system and cover the following profiles of use: Systems Administrators and Different Users who accesses the services (e.g. user, operations and installation manual)
