Description: IPC seeks a Transport management System (TMS) to support the “IPC CRONOS” service.

• IPC CRONOS is a post-owned network, managed by IPC, to convey mail on road transports between international mail processing centres (IMPCs) of the participating Posts.

• The transports are operated by trucks and vans contracted from two transport suppliers

• IPC has an agreement with the participating Posts on the allocation that is assigned for the Post on the Included Routes (from origin IMPC to destination IMPC) and IPC has assigned the allocations on the Included Routes to transports; there is no booking procedure because the allocations are fixed for each day and hence it is a presumed booking for every day of operations. The assignment of Included Routes to transports can be referred to as “Order” and orders are presumed to have been provided for every day of operations.

• Allocated space is expressed in m³ and KG weight and the mail is prepared either loaded in Pallet Boxes or loose mail bags

• Posts load their mailbags in IPC Pallet Boxes and the IPC Pallet Boxes are double stacked loaded onto the trucks (66 Pallet Boxes max capacity); when vans are used Post loose load mail bags into the van filling up to the best extend possible the 12m³ or max load weight

• During peak season (last 6 weeks of the year) additional transports are scheduled and additional allocations agreed with participating Posts

• Incidental ad hoc transports to resolve incidents are expected to be very limited but do occur and will be organized when the need arises

• The IPC CRONOS network is a transport hub and spoke network with one Hub in Luxembourg.

• The network runs 5 times per week with (most) transports running 5 times per week (some exceptional one time per week)

• The transports are fixed and always run on the same weekday and time

• IPC provides the transport schedule to the transport suppliers with the specified date range for which the schedule is valid, and transports are presumed assigned to the suppliers on the days of operation specified in the schedule. The schedule specifies on what weekday and time to collect mail at the Postal facilities (IMPCs) and transports either go to the Hub in Luxembourg or the destination IMPC in the destination country.

• There are a total of 18 transports operating daily 5 times per week (1 additional only Friday) to and from the Hub or some direct van routes between Italy and Switzerland not via the Hub (so roughly in a year 4650 transports)

• There are in total 7 origin IMPCs where mail is collected from Post that feeds mail into the network and 22 destination IMPC (Postal facilities where mail is delivered in CRONOS network) and 1 IMPC functioning as the Hub (Luxembourg)
