By the present request for proposals, UNSSC Lab for Organizational Change and Knowledge (UNLOCK) is inviting proposals from qualified vendors/consultants to design and develop the State of Change Management (SOCM) website.
Objectives: The SOCM in the UN System serves as the foundation for a long-term effort to advance the practice of change management across the UN. The first edition, published in 2024, established a baseline for tracking trends and building system-wide benchmarks. With new data collected for 2025, UNSSC is now preparing to publish the second edition, expanding the analysis and deepening insights on how change is managed across the system.
To ensure wide accessibility and sustained engagement, UNSSC will disseminate the SOCM through a dedicated standalone website. This platform will go beyond a single report to provide an evolving space for knowledge sharing, data exploration, and practical tools. While aligned with UNSSC’s brand architecture, the SOCM website will feature its own distinct design and structure to highlight its unique role as a flagship knowledge product.
The SOCM website is not intended to function as a global campaign or advocacy platform. Instead, it is a professional resource for change management practitioners across the UN system, offering evidence-based insights, interactive data visualizations, and reference materials that can be revisited and updated over time.
Deliverables
a) Website Design & User Experience (UX/UI)
• Modern, professional, and UN-aligned design with a visual identity that distinguishes SOCM from other UNSSC/UNLOCK content (while still remaining within the UNSSC branding).
• Intuitive navigation tailored to the primary audience (UN change practitioners, senior leaders, UNLOCK network).
• Responsive design optimized for desktop, tablet, and mobile devices.
b) Content Architecture & Page Templates
• Creation of structured page templates (e.g., landing page, report overview, key findings, data insights, case studies, downloads, resources).
• Ability to host multiple editions (2024, 2025, and future reports) with clear versioning and archiving.
• Integration of multimedia (infographics, videos, animations, podcasts, etc.).
c) Interactive data visualization and Power BI integration
• Embedding of Power BI dashboards for interactive exploration of survey results.
• Ability for users to filter, drill down, and interact with data visualizations in real time.
• Export/download functionality (eg. charts, tables) for internal UN audiences.
d) Content Management System (CMS) Integration
• Implementation within UNSSC’s existing CMS (which is Drupal), ensuring compatibility and sustainability.
• Simple back-end tools allowing UNLOCK staff to upload/update new data, visuals, and content on their own.
e) Search & Accessibility
• Full-text search across reports, findings, and resources.
• Compliance with UN accessibility standards (WCAG 2.1 AA) and multilingual readiness.
f) Knowledge Hub / Resource Repository
• Section to share related publications, toolkits, or external resources.
• Ability for future integration with the wider UNLOCK website.
g) Training & Handover
• Training sessions for UNLOCK/UNSSC staff on updating and managing the site.
• Documentation/manuals for CMS use, data visualization updates, and maintenance.
h) Maintenance & Support
Post-launch support period (e.g., 6–12 months) for bug fixes, updates, and troubleshooting.
i) Project Documentation & Handover
• Delivery of all source code, design files, and technical documentation.
• Assurance that UNSSC retains full ownership of all intellectual property, design assets, and content.
j) Tech specifications
• Target platform: The operating system will be Windows Server 2022 or above, IIS 10 as our web server, with the CGI/FastCGI role service enabled. For the runtime, we’ll be working with PHP 8.2+ (x64, NTS) via FastCGI. No need to install any local databases, server add-ins, or complex app servers.
• Application architecture: Static or statically generated web app. This means that all the pages will be pre-built as static HTML, CSS, and JS files during the build process.
Context: UNSSC with its headquarters in Turin, Italy, is the United Nations institution mandated “to serve as a system-wide knowledge management and learning institution, with a view to fostering a cohesive management culture across the United Nations system.”
In line with its mandate, the College is in a unique position to act as an agent of change for the entirety of the UN system. Personnel are the most important assets of the United Nations system organizations. The UNSSC is the only UN entity assigned to design and deliver learning and knowledge interventions for staff that are UN-specific, inter-agency in nature, and able to span the three pillars of the UN’s work (Peace and Security, Development and Human Rights).
The UNSSC is expected to play a pivotal role in contributing to UN reform, organizational change, the development of a common culture based on effectiveness, expertise and continuous learning through the development, co-ordination and provision of cross-cutting learning programmes which impact on all agencies and staff.
UNSSC, through its Knowledge Centre for Leadership and Management (KCLM), seeks to assist UN entities and their personnel to perform at their highest potential. To this end, it offers a wide array of well-established leadership and management development programmes for staff at all levels, from emerging talent to senior leaders as well as change management expertise.
The UN Lab for Organizational Change and Knowledge (UNLOCK) is part of the KCLM and was created to promote a culture of change and innovation across the UN system and has teams in Bonn (Germany) and Turin (Italy). Under the auspices of UNLOCK, the UNSSC offers a set of interventions designed to connect the entire UN family in the advancement of organizational change and innovation at all levels.
The targeted interventions of KCLM/UNLOCK benefit from the College’s unique understanding of the UN system and its shared values, as well as its ability to draw on the insights and data from a broad network of collaborators, in particular UN change managers who are part of the UNLOCK network.
UNLOCK provides change management advisory services; develops capacity building programmes; provides thought leadership through case studies; and facilitates the UNLOCK peer network of UN change practitioners.
