The total estimated quantity of person-hours for the maximum duration (5 years) of the contract is 1.200.000.

A minimum annual turnover of EUR 20 000 000 for the three last closed years

Service description: This framework contract covers the provision of services for the integration, customization, design, maintenance, evaluation and quality control of software and hardware products in the corporate domain, such as business process automation and any other domain where such a software or hardware product (commercial off-the-shelf or open source market solutions) may bring added-value and/or productivity improvements. This covers products and services that could be operated either on premises (data centres, end-user equipment, etc.), in the cloud or in hybrid cloud/on premises configurations.

Nature of the tasks:

1. General tasks

Providing assistance to the Contracting Authority in the domain of personal, departmental and more global software and equipment and more precisely in the:

• Evaluation and quality control of hardware and software products in the domain of business process automation.

• Integration, design and customization of hardware and software products and support of their entire lifecycle (upgrades, patches, etc.) including security fixes.

• Implementation and operation of software deployment infrastructures.

• Evaluation, quality control, maintenance and lifecycle support for Mobile Computing, remote access solutions and Unified Communication.

• Evaluation, quality control, maintenance and lifecycle support for innovative systems such as virtualization, remote desktop services and remote application delivery.

• Evaluation, quality control, maintenance and lifecycle support for advanced solutions in cloud and hybrid computing.

• Evaluation, quality control, maintenance and lifecycle support for cybersecurity systems, e.g. Identity and Access Management systems, access control systems, etc.

• Second and third level support of standard products.

• Realization of prototypes and proofs of concept.

• Support to horizontal projects.

• Support to technological watch.

• Support to the implementation of good practices such as the ones based on ITIL standards.

2. Engineering tasks

Engineering tasks such as but not limited to:

• Identification of standards. Analyse the standards available for the field related to the framework contract and their relevance for use in the European Parliament context.

• Define functional specifications. Typically for system programs and devices.

• Assistance to the drafting of technical specifications.

• Support to technical assessment of IT solutions, including cybersecurity and data protection aspects.

• Solution design: software and system architecture design, cloud solution design and cloud migration design.

• Migration planning and supervision.

• Quality control, inspection and quality assurance during deployment.

• Assessment of performance of solutions; recommendations for improvement.

• Advice in relation to information systems, software and hardware: design, customization, parameterisation, prototyping, deployment and support.

3. Services

Resources management and team leadership will respect the standards of the participating units. Team management covers and coaches the team members for all technical issues. The team management will provide to the team a high level of technical expertise.

4. Project Management

Project management covering full projects from scope to acceptance check, or part of projects. Moreover, project management covers the technical activities of the full project and provide a high level of technical expertise at every stage of the project. Projects will respect the project methodology of the Contracting Authorities, for example at the European Parliament ENGAGE (Project Management Methodology for European Parliament).

5. Support of operational activities

2nd and 3rd level support of operational activities.

Technical areas:

Whenever described or listed, the technical areas (e.g. software, hardware, methodologies, etc.) are a non-exhaustive snapshot of the current situation at the time of writing this document. The list may evolve over time and may differ for each participating Institution, Agency or other Body of the European Union. Consequently, different technical expertise may be required in the RFO.

Part F to the Technical specifications “The European Parliament’s IT environment and Development standards” and any future version of it are complementing the technical areas descriptions.

The following is a non-exhaustive list of services and tasks:

• Systems integration, maintenance and administration of specific tools or solutions.

• Software customization and parameterisation.

• Networked systems architectures and components (directories, resources sharing, etc.).

• Software architectures and components (Java technologies, SpringBoot, etc.).

• Servers Operating Systems in use inside the institution (Windows, Linux, etc.).

• Desktop Operating Systems in use inside the institution (Windows, Mac, Linux, etc.).

• Mobile Operating Systems (IOS, Android, etc.).

• Mobile device management for the administration, the maintenance and the integration of smartphones, tablets, hybrids and laptops, desktops, etc.

• Mobile application management for the administration, the maintenance and the integration of mail, browser and application catalogue.

• Advanced communication solutions (WiFi, Bluetooth, etc.).

• Remote access solutions (VDI, etc.).

• Cloud or hybrid cloud/on premise technologies.

• Integration of Office tools (running on all the above-mentioned Operating Systems), anti-virus.

• Ability to script and automate task and installation procedures.

• Experience in testing and debugging techniques at both application and system level.

• Management of lab including an expertise in VMWare, storage, AWS or Azure Cloud, etc.
