The objective of this Invitation to Bid is to establish a framework agreement with ONE Company for the purchase of server solutions, support and its operational management for the WTO (i.e. server hardware, related software, accessories and spare parts).

The WTO seeks to agree with the Company on a list of standard products (which will be periodically updated to reflect the latest changes in technology and specifications) and the contractual terms regarding support level, warranty and other services.

WTO reserves the right to conduct periodic price benchmarking (e.g., annually). Where benchmark results show that contract prices exceed market rates by more than 10%, the Company shall adjust prices downward to market-aligned levels.

List of Hardware Products

a. The Company and the WTO will agree on two standardised server models for the WTO as reference models to facilitate the procurement process. The WTO will reserve the right to add or remove models to this list if and when required.

b. The basis for these standardised models is indicated below and in Financial Matrix. This list is based on recently purchased server models by the WTO and currently available on the market. The proposed servers must meet or exceed the following minimum technical specifications: 

1. Configuration I i. Two Intel Xeon Silver 4410 processors with minimum 12 cores ii. Two 32 GB RDIMM memory modules iii. Hardware RAID controller with battery backup and minimum RAID5 support iv. Five 2.5-inch SATA SSD drives with minimum 960 GB capacity v. Integrated dual-port 1 Gigabit Ethernet (2 × 1GbE) network interface vi. Two NVIDIA Ampere A2 GPU accelerators vii. High-efficiency redundant power supplies compliant with ENERGY STAR and/or 80 PLUS certification viii. Hot-swappable disk drives, fan modules and power supplies ix. Certified and supported for Microsoft Windows Server 2022 and Red Hat Enterprise Linux 9

2. Configuration II i. Two Intel Xeon Silver 4310 processors with minimum 12 cores ii. Two 16 GB RDIMM memory modules iii. Hardware RAID controller with battery backup and minimum RAID5 support iv. Six 2.5-inch SATA SSD drives with minimum 480 GB capacity v. Integrated dual-port 1 Gigabit Ethernet (2 × 1GbE) network interface vi. High-efficiency redundant power supplies compliant with ENERGY STAR and/or 80 PLUS certification vii. Hot-swappable disk drives, fan modules and power supplies viii. Certified and supported for Microsoft Windows Server 2022 and Red Hat Enterprise Linux 9
