Subject of the FWC: The purpose of the call for tenders is the selection of up to eight economic operators for the Semantic Web Consultancy and Services.

The tasks of the contractor will concern elaboration of studies, technical specifications and prototypes for improvements of the current implementation and configuration of the contracting authority IT systems that build on semantic technology. In addition, the future contractor shall provide conceptual and technical advice in the domain of semantic technology, potentially augmented with AI solutions, in relation with the activities of the contracting authority. The contractor shall support the integration, configuration, management, and deployment of semantic systems within cloud-based environments, ensuring scalability, resilience, and interoperability across platforms.

Moreover, technical assistance is foreseen for the preparation and execution of the tests demonstrating that the developed systems conform to the technical specifications, including production of test reports and data curation.

N.B.: Semantic technology is used in different IT systems at the contracting authority including its semantic repository, the CELLAR, its reception system CERES, EUR-Lex, OP Portal platform, EU Open Data Portal and EU Vocabularies (production and dissemination).

The contracting authority is also leading and contributing to important projects in the scope of the relevant programmes, which rely on semantic technology and AI solutions: for example activities related to the implementation of the Public Procurement Data Space with DG GROW and the European Legislation Identifier (ELI) in collaboration with EU Member States.
