Information on the Contract The procurement procedure’s objective is to equip the Directorate General of Information Systems, Enterprise and business services with multiple framework agreements to develop and maintain mobile apps and to provide consultancy services in the domain of mobile apps. The ECB adopted Apple mobile devices and over the years developed several bespoke enterprise mobile apps that are all native iOS and iPadOS applications written in Swift language. The ECB uses Microsoft Intune as Mobile Device Management system and the bespoke enterprise mobile apps are tightly integrated with it embedding the Intune SDK and the Microsoft Authentication Library (MSAL). Developing easy to use and yet sophisticated new bespoke enterprise mobile apps to address new business needs and maintaining & evolving in a timely manner those apps is of paramount importance for the ECB. All of the bespoke enterprise mobile apps are widely used within the ECB being an enabler of the established hybrid working environment and empowering staff to work from anywhere at any time.  Some of them support critical decision-making processes as well. The ECB also needs to develop and maintain publicly published native mobile apps, both on Apple Store and Google play; consequently, applicants must have competence and experience in both Swift and Kotlin languages. In addition, the ECB public mobile apps play a relevant role in the ECB communication strategy from the release of new banknotes, to supporting the education of young generations in financial matters, to allowing people from anywhere to access, in a digital format, the ECB art collection… All ECB software developments must use the ECB CI/CD. 

In conjunction with the launch of a newly developed mobile app or a major release of an existing one, additional services will be requested to produce launching material (e.g. a video presenting the new app or highlighting new features) and if needed user documentation in e.g. interactive pdf format. The ECB team in charge of developing and maintaining the ECB mobile app ecosystem is a multinational team and English is the sole language used for all interactions, for the documentation and for all oral and written communications.  All ECB mobile apps are and must be in English language. Consultancy services are typically requested to explore possible options to address complex technical problems, to assess possible solutions before adopting/integrating them in the ECB mobile app ecosystem.  All activities are planned and executed strictly following project management standards and best practices. The ECB envisages concluding up to 3 Framework Agreements with the tenderers offering the best value for money.  The Framework Agreements will operate on both a ranking and mini-competition basis and conditions upon which method will be selected shall be outlined in the Invitation to Tender. The contract is estimated to start in Q3 or Q4 2026 for an initial term of 2 years with the possibility of one or more optional extensions up to 5 years in total beyond the initial term of the Contract. The total duration of the contract including all possible extensions shall not exceed 7 years.  The provision of works and services will take place off-site from the contractor’s premises within the European Economic Area. Consequently, the contractor’s staff, possible temporary group members and subcontractors must deliver all Services from service delivery locations within the EEA. In addition, the ECB may request some services to be delivered on-site (subject to business needs), at the European Central Bank premises in Frankfurt am Main. Germany which requirements will be specified in each individual call off under the future framework agreement with the successful contractors.
