The purpose of this Request for Proposal is to award a single contract for a period of 5 years for the provision of services for the concept and execution of joint communication campaigns with the Government of Ukraine for the NATO’s Office of Strategic Communications.

This RFP is restricted to firms from any NATO member countries. In addition to being registered with the NATO IS Procurement Service, Bidders must possess relevant and recent experience in the delivery of the goods and services specified within the scope of this solicitation of offers: eligible Bidders to demonstrate having performed at least three contracts within the last five years substantially similar in scope to the requirements described in this solicitation

The objectives of the two initial campaigns are to:

• MOD (Ministry of Defence):

O Increase the support for defence production for and with Ukraine. Position Ukraine as a security contributor and reliable partner for the defense production and defence industry through “Built with Ukraine” and “Built in Ukraine” models.

• MFA (Ministry of Foreign Affairs):

O Preserve and strengthen support for Ukraine amid ongoing information threat campaigns and attempts to undermine Ukraine.

O Increase the proportion of campaign target audiences who recognise the link between Ukraine prevailing as a sovereign, independent state, and their own security.

PHASE 1 CAMPAIGNS 2026

Title: Strategic communications joint campaigns – Ukraine MOD and MFA (Phase 1, 2026)

Summary:

Development and implementation of the first two joint communication campaigns under the NATO-Ukraine CAP Trust Fund StratCom project:

• A defence production-focused campaign in partnership with the MOD of Ukraine; and

• A campaign focused on support for Ukraine in partnership with the MFA of Ukraine.

At this initial stage, both campaigns will primarily target selected NATO Allied audiences, aiming to strengthen understanding and support for Ukraine’s strategic priorities. However, the focus of these first two campaigns, and potentially future ones, may evolve, in coordination with NATO and Ukrainian stakeholders, to target domestic Ukrainian audiences or selected partner country audiences, based on the strategic environment and communications needs.

Each campaign will be full multichannel using a tailored mix of digital, offline, and partner-led dissemination strategies.
