Zakázka: Integrated Case Management System

Zadavatel: Court of Justice of the European Union (CJEU), Luxembourg

Rámcová smlouva na 60 měsíců/ budget €25.000.000

Cílem této zakázky je realizovat integrované IT řešení pro správu případů založený na adaptivním nástroji. Činnosti zahrnují řízení projektu, podrobnou analýzu, konfiguraci (modelování), vývoj, poskytování a instalaci speciální infrastruktury, poskytování a instalaci nezbytných softwarových licencí, zavádění postupů v oblasti provozního řízení, školení a jakékoli další činnosti nezbytné pro provoz nového systému.

The approach chosen by the CJEU consists in the implementation of an integrated adaptive case management system covering the entire jurisdictional procedure (from the document initiating the proceedings to the publication of the decision). This system must also cover the subsystems that support the main activity, in particular the analysis, translation and interpretation.

This integrated approach must allow efficiency gains, limit duplication of operations and minimize manual data entry. At the same time it must avoid the need to support a multitude of applications and obsolete technologies by replacing them with a reduced number of modern technologies, with efficient ergonomics, adaptable and configurable business logic and embedded security.

The integrated system, called SIGA (Système Intégré de Gestion des Affaires), will provide a cross-functional and unified IT solution to be used by all courts and services of the CJEU involved in the Affaire handling process, from the introduction to the completion of the Affaire, as well as in the publication of decisions and conclusions. By implementing optimized cross-functional processes, silos will disappear, thus promoting the immediate sharing of available information, according to predefined access rights. In addition to efficiency and effectiveness gains, benefits are also expected in terms of data quality.
