Project Description: The purpose of this Request for Proposal is to award a single contracts for an  initial period of three years that may be extended through the exercise of 2 one-year extension options, with a maximum of five years in total, for the provision of geographic information system (GIS) services and infrastructure.

STATEMENT OF OBJECTIVES

1) Corporate Objective

a) To achieve a cost-effective implementation of a complete GIS infrastructure and related GIS services, by engaging a world-class Contractor, enabling the Organization to deliver higher service excellence, efficiency, and effectiveness at a reasonable expense.

2) Contract Objectives

i. Establishing a contract and associated Service Level Agreements (SLA) for the provision of an established best-value provision of services for the implementation of a GIS infrastructure that meets the Organization’s objectives, to deliver a high-quality GIS services to a large (thousands) user base.

ii. Acquisition of GIS software, services, and support for the GIS infrastructure at NATO Headquarters. The scope of implementation and associated service offerings shall include the items listed below (the full list of high-level requirements is available at Annex A):

iii. Data. GIS data including high resolution basemaps, in vector and raster format, covering the whole world, deployed on premise and with a provision of annual updates.

iv. Desktop software. GIS desktop software for advanced mapping, analytics, data management, and building management/operations, installed locally (on different networks) on Windows based clients (currently running on Windows 11 operating system).

v. Server software. GIS server software for the provision of GIS web services, interactive map tools, data analytics, data hosting and content management, supporting 2D and 3D data. NATO HQ operates a Windows-, Microsoft-, Oracle- and Linux-based technical environment, composed of physical and virtual systems. Virtual servers run on VMWARE virtualization environment.

vi. Cloud services. Online collaborative web GIS solution, for web-based mapping, analytics and content management. This platform needs to be compliant with the NATO security policies, and include scalable Software as a Service (SaaS).

vii. Professional services. GIS consulting and services as well as project management support, provided by GIS experts. These services will support NATO GIS and GIS Building Information Modeling (GIS-BIM) projects of different size, scope and complexity. Services will be provided onsite or remotely, as required.

viii. Training. Training on the GIS software, to include instructor-led and self-paced training, covering training for entry level users, for power users and for GIS administrators. Training must be provided in packages of training days, that individual users can consume, as explained in detail in Annex A of SOW, at Table 7. Documentation for all systems installed should also be part of the training package.

ix. Support. Efficient technical support services for the resolution of incidents that might affect the different components of the GIS solution. Support can be provided remotely or, if necessary, onsite.

c) The purpose of establishing this service is to support the Section in delivering advanced Geospatial products and analyses to NATO HQ leadership, thereby enhancing planning, forecasting, situational awareness, and supporting informed decision-making processes.

3) Management Objective

a) Allow the Contractor(s) the maximum flexibility to innovatively manage its corporate resources, expertise, and subcontracts, if any, so as to provide a high-value contribution in support to the NATO’s corporate and contract objectives within existing constraints and a proper service management framework.
