Call for: Big data analytics applied to skills intelligence and Labour Market Information in the context of Human Capital Development

Objectives and expected results of the service: The objective of this tender is to identify one economic operator to provide services in the field of big data analytics applied to skills intelligence and LMI in the context of Human Capital Development (HCD).

A. Support services on Big Data for LMI
In the context of big data analytics for Human Capital Development (HCD) the ETF started working on the analysis of Online Job Vacancies (OJVs) in 2019. As of 2025 ETF is regularly collecting and analysing OJVs from Ukraine, Tunisia, Morocco, Georgia, Egypt and Kenya. The OJV data dashboards provide insights into employer demand for occupations and skills, across various dimensions in those countries (including data at regional level). Data is collected from various online sources (e.g. private job portals, public employment service portals, recruitment agencies, job search engines), cleaned for duplicates, and analysed using AI technologies.
Key outcomes of ETF Big Data for LMI activities, including data dashboards, training programmes, methodological handbook and analyses, have been published at:

The services to be delivered in the context of this tender will be the following:
1. Maintenance and improvement of existing systems and dashboards
2. Expanding data collection and analysis to other countries and languages
• Provide translations and labour market validation of ESCO taxonomy (including validation of the technical terminology to be elaborated in the methodology by national labour market experts) into the respective languages
• Preliminary landscaping reports to identify relevant web sources and evaluate their relevance per country/language
• Stakeholder engagement and capacity development training for country stakeholders and other partners
3. Reports and analytical insights based on the data collection
• Elaboration of country reports
• Comparative and thematic analysis for green, digital, AI skills, as well as more in-depth analysis in specific sectors and other topics, depending on the priorities of ETF and partner countries
• Revise and enhance methodological and technical documentation to incorporate latest changes and improvements in data processing and offer clear, user-friendly guidance for data users.
4. Develop new use cases to expand evidence derived from web data (platform work, remote work, supply side-courses and curricula, etc), including comparative analysis of demand and supply side data on skills and competences – by sectors, occupations, regions, countries, etc.
5. Integration of the dashboard in ETF website and data portal in cooperation with ETF and its contractors.
6. Contribution to ETF dissemination and capacity development events and networks related with the thematic domains of Big Data for LMI.
7. Provision of mapping tables of ETF partner countries national classifications of occupations/skills to ESCO and methodological support services
New and/ or complementary areas of work might be identified during the contract implementation.
B. Add-on services
Occasionally the ETF may request to set up and organise complementary services related to the implementation of a specific assignment such as for example buying software licences, translations of a deliverable in a local language, translation of taxonomies, editing for specific target audiences, organisation of ad hoc small consultations and dissemination with local stakeholders with interpretation in local language if necessary, renting of a meeting room, potential fees the contractor may have to pay to relevant entities for data access.
These complementary services will be ordered at the time of the request for service, the service shall be reimbursed at certified cost (e.g. invoice, proof of payment) and a handling percentage will be added for the contractor’s work in organising them.
