EIT Urban Mobility (EIT UM) is seeking professional support for a targeted communication campaign by appointing an agency, hereinafter being referred to as “the provider”.
EIT UM is looking to engage a provider capable of designing and executing a high-impact communication campaign aimed specifically at EU institution stakeholders and the broader EU policy ecosystem. The campaign is intended to be implemented over a short period—approximately one week—in October or November. While Brussels is the preferred location, particularly during the European Week of Regions and Cities, EIT UM is open to alternative locations or timing, provided they are strategically justified and enhance visibility among the intended audience.
The main objective of the campaign is to position EIT Urban Mobility as a key strategic partner to EU institutions in advancing sustainable, innovative mobility solutions. The provider is expected to propose creative, visible, and engaging communication activities that go beyond conventional outreach, leveraging EIT UM’s existing reputation and outputs—including its regular publication of studies, such as the upcoming September report on cycling policy recommendations.
Given that EIT UM already holds contracts covering EU consultancy, events, and media relations, this campaign should focus on distinctive, attention-grabbing PR actions, rather than on those other aspects. These may include, but are not limited to, media buying, targeted print materials for decision-makers, outdoor advertising, or a branded, interactive installation (e.g., a sustainability-themed art piece or a tech-enabled mobility demo) placed near the European Parliament or Commission buildings. It could invite policymakers and the public to engage with the EIT UM mission in a tangible, memorable way. The selected provider should demonstrate an ability to translate strategic objectives into tangible, high-visibility actions that generate awareness, engagement, and credibility within the EU institutional landscape.
