Central Bank is planning big “digital euro introducing” comm campaign

Call: Information Campaigns, Strategy, Communication, Insights and Design

Buyer: European Central Bank (Frankfurt am Main)

The Bank will shortlist between 3 and 8 of the best candidates, who will then be invited to bid for individual ‘mini-contracts’ later, during next 4-5 years.

Total budget is huge: €120.000.000 but its just “optical”. The Framework Agreements with the Contractors foresee the establishment of a cascade/ranking mechanism without re-opening of competition for assignments (call-offs) with an estimated value below €500,000. For assignments exceeding this threshold, call-offs with re-opening of competition will be conducted among all the Contractors.

Deadline (for request to participate – not for the bid) is set to 15/10

In this tender, the ECB wishes to procure services and work relating to information campaigns, strategy, communication, market research and design.

The main purpose is to support the ECB and the national central banks in the planning, preparation, coordination and implementation of communication activities linked to the potential introduction of the digital euro. However, the ECB may also use the contract for its other communication needs.

📋 Main areas for which they wish to procure services:

Visual identity and communication concepts: Audience research, development of narratives and communication manuals, and translating complex topics into an accessible form.

Strategy and campaign development: Developing strategies for multi-channel campaigns (online and offline / ATL and BTL), testing creative concepts.

Production of communication materials: Creation of websites, microsites, chatbots, social media content, TV and radio adverts, copywriting, billboards, infographics, podcasts and conference materials.

Logistics and distribution: Managing the distribution of advertising and Point of Sale (POS) materials to designated locations.

Engaging partners and influencers: Identifying and collaborating with content creators (influencers), journalists and partner organisations (trade associations, consumer organisations, etc.) to disseminate information.

Event planning and coordination: Designing and implementing exhibitions and trade fair stands; preparing materials for presentations and speeches; arranging technical equipment and venues.

Media relations and monitoring: Supporting press officers; organising press conferences; analysing and monitoring the media and social media (including sentiment analysis); and managing crisis communications.

Project and budget management: Coordinating campaigns across eurozone countries; localising and translating materials in line with the cultural needs of individual countries; monitoring costs and effectiveness (KPIs).

Innovation and AI: Utilising advanced technologies for search engine optimisation and AI response systems (AEO, SEO, GEO), as well as personalised outreach.

❌ Media planning and media buying are NOT part of the contract. However, the selected agencies will need to work closely with media agencies responsible for purchasing advertising space.
