The subject of this call for tenders is “Organisation of agri-food events and EU pavilions in third countries, market intelligence research and related communication services” in order to support the EU in its promotion initiatives. Exceptionally, services may be requested to be implemented also inside the EU.

This call for tenders is divided into 2 lots:

Lot 1 – Organisation of agri-food events and EU pavilions in third countries and of related communication services (est. budget €42.000.000)

Lot 2 – Market Intelligence on the agri-food sector in third countries (est. budget €3.000.000)

Tenders may be submitted for any lot. Each lot will be assessed independently of any other lot. Tenders, which cover only part of one lot or are declared as being conditional on the award of any other lots, are not permitted.

Background and objectives: The main purpose of this multiple framework contract is to provide services within the context of information provision and promotion measures concerning EU agricultural products. The main aim of promotion actions is to increase the demand for EU products and help EU producers break into new markets.

The contractors will be expected to support the Contracting Authority and to deliver a broad range of services, such as:

• Organisation of EU agri-food business missions led by the Commissioner for Agriculture and Food or by a high-ranking official of DG AGRI to third countries, accompanied by a European business delegation (a political agenda will be organised in parallel, outside of the contract’s scope);

• Organisation of targeted business missions led by a high-ranking official of DG AGRI to third countries, accompanied by an EU business delegation;

• Organisation of study visits for third countries participants to EU Member States;

• Organisation of events (e.g. seminars, conferences);

• Presentation with pavilions/stands at fairs and exhibitions of international importance in third countries and in the EU;

• Market intelligence on market access to third countries for EU business representatives of the agri-food sector, as well as market research to third countries’ markets;

This broad spectrum of services will require a variety of expertise and competences. Therefore, the FWCs will be divided into the above mentioned two Lots.

The main target groups are: professional representatives from the food and beverage sector (importers, exporters, distributors, retailers, Horeca sector, chefs, sommeliers), key officials in the target countries.

Other target groups are: related policy professionals (agriculture, consumer, trade), food safety professionals and competent authorities, media outlets (general and specialised), opinion leaders, consumers and other more general target audiences.

Detailed characteristics of the purchase: A detailed and exhaustive description of the needs to be met, the procured services and the minimum requirements are described below. Additional information about the content of the required tasks is provided in the explanatory notes to the price list for both Lots. The tenderers are invited to consult these notes when preparing their technical and financial offers.

Deliverables: The contractors will deliver services for the organisation of information, promotion or marketing campaigns or parts of a campaign, stand-alone actions/events, mostly in third countries, but also in the EU. They can have a local, regional, national, European or multi-national dimension. The description of the requested service and deliverables is a follows:

The purpose of Lot 1 contract, “Organisation of agri-food events and EU pavilions in third countries and of related communication services”, is to provide services for the organisation of events (physical, online and/or hybrid) and EU pavilions/stands in third countries (and exceptionally within the EU) as well as the related communication and promotion services.

In particular, the main activities to be implemented will be:

• Commissioner’s EU agri-food business missions and targeted business missions;

• Seminars, workshops and other similar events;

• EU pavilions/stands at trade fairs;

• Other promotion actions.

All services, steps and tasks must be delivered at high quality standards in all their aspects and elements: from preparation, organisation and logistics, content production and translations, branding and design, visibility, communication aspects and actions, reach out the right target audience for each event, to closure of the event.

The purpose of Lot 2 contract, “Market Intelligence on the agri-food sector in third countries”, is to provide information on third countries’ agri-food markets to EU stakeholders. Mostly, the information will be gathered in “Market Entry Handbooks” – a unified reliable information source for EU food and beverage producers planning to, or in the process of entering a market, including step-by-step guides on market access for EU food and beverage products, in-depth analysis of the market outlook for different product categories, market entry procedures and relevant legislations, as well as referrals to professional buyers, useful contacts and ways for EU companies to establish themselves in the local markets.
