Call: Single Framework Contract for Media Relations, Outreach and Interactive Online Actions

Contract for 4 years / total budget €45.000.000

The contract is not divided into separate lots, all services must be provided

Short description: This procurement procedure aims to establish a single framework contract for the provision of services covering media relations, outreach activities and interactive online actions.

Basic requirements:

Average yearly turnover of the last two financial years above EUR 5 000 000 (five million).

At least 15 similar (in scope and complexity) projects completed in the last three years preceding the tender submission deadline, with a minimum value for each of them of EUR 50 000. Out of these 15 projects, at least three projects must be pan-European (covering a minimum of 7 countries) campaigns, thus proving the tenderers ability to provide pan-European campaigns under current rules in place.

The tenderer shall demonstrate that at the date of contract signature it has access to at least the following profiles:

 One Senior Account Manager, with at least 10 years relevant experience (project/ account management). The Contract Senior Account Manager must have native-level or equivalent English (C2)8 and working knowledge of French or German (at least B2).

 One Senior Public Relations Manager, with at least 10 years relevant experience in developing and implementing public relations strategies. The Senior Public Relations Manager must have native-level or equivalent English (C2) and working knowledge of French or German (at least B2).

 One Senior Copywriter, with at least 10 years relevant experience in generating content in a communication or advertising context. The Senior Copywriter must have native-level or equivalent English (C2) and working knowledge of French or German (at least B2).

 One Senior Communication Strategist, with at least 10 years proven experience in setting up, managing and delivering large-scale public relations campaigns targeting at least five countries. The communication strategist must have native-level or equivalent English knowledge (C2) and a working knowledge of French or German (at least B2).

 One Senior Online Event Organiser with at least 10 years relevant experience in full project management and service delivery of online events from the initial proposal through to completion of the event, acting as key contact point ensuring that all parties are informed, engaged and expectations are met. The Senior Online Event Organiser must have at least native-level or equivalents English (C2) and working knowledge of French or German (at least B2).

The tenderer shall demonstrate that at the date of contract signature it is in possession of, or has immediate and complete access to, a complete solution (web platform, maintenance, updates, etc.) for the delivery of online activities and services.

Lot č. 1: Multimediální platforma Evropského parlamentu: Multimediální platforma EP je oficiálním veřejně dostupným úložištěm mediální produkce sekretariátu Evropského parlamentu, který spravuje generální ředitelství pro komunikaci. Doba trvání: 60 měsíců / budget €5.000.000

Lot č. 2: Vydavatelská (video)platforma pro internetovou komunikaci:

Video Publishing Platform for Web Communication

Oddělení pro internetovou komunikaci vytváří širokou škálu redakčních produktů pro širokou veřejnost ve 24 jazycích o tom, co se děje v EP, konkrétně: příběhy, videa, infografiky, digitální grafiky na plátně, gify, živé relace na Facebooku atd. Oddělení pro veřejnou komunikaci publikuje ve zpravodajské sekci internetové stránky Evropského parlamentu, ale také na řadě platforem sociálních médií, mimo jiné Facebooku, Twitteru, LinkedIn, Instagramu, Snapchatu a YouTube. Kontrakt na 60 měsíců / budget €1.500.000
