Background: The Audiovisual Unit of the European Parliament is planning to renew its aging Strasbourg and Brussels audiovisual facilities. The key objectives of this renewal are the following:
 Replace an aging infrastructure, currently in Standard Definition, after 18 years of intensive audiovisual coverage in the European Parliament’s seat in Strasbourg, by modern High Definition facilities on an open architecture enabling a transition to a flexible, scalable IP infrastructure allowing an easy evolution in the long term, to the new standards of production.
 In a second phase, manage the same renewal in Brussels, with the concept in mind of a smart integration and a backup and disaster recovery approach between Strasbourg and Brussels ‘sites.
 Take this opportunity to rethink and reengineer adapted workflows for modern production and communication
