Consultant for the Geospatial Data Quality Workflow

Acquisition of technical assistance and consulting services for implementing a Geospatial Data Quality Workflow

Description of the contract: The European Union Satellite Centre (“SatCen”) seeks to acquire technical assistance and consulting services for implementing the following workflows:

(i) A Geospatial Data Quality Workflow (or validation service) aimed at automatically validating, enhancing, integrating and transforming vector dataset products produced at SatCen or obtained from external sources (either open source data or data acquired from third parties). The Geospatial Data Quality Workflow will automate the SatCen’s rule sets for different vector data products, and shall be developed using the 1Integrate product suite from 1Spatial Group Ltd and implemented across the SatCen secure environment.

(ii) A workflow for extracting, cleansing, transforming and loading processes from OpenStreetMap data to SatCen’s standardised data model, based on the FME software developed by 1Spatial Group Ltd. This workflow shall also include basic data validation (OGC compliant geometry checks) and shall highlight basic errors in the data.

The maximum value of this contract is estimated at €109,000.00 without VAT. The signature of the contract is expected for November 2017.

European SatCen needs DevOps server infrastructure developer

Acquisition of technical assistance and consulting services for developing a DevOps server infrastructure and a workflow supporting continuous integration of new applications

Description of the contract: The European Union Satellite Centre (“SatCen”) seeks to acquire technical assistance and IT consulting services. To this end, the SatCen plans to award in November 2017 a service contract divided into the following two Lots:

Lot 1: Design of a “DevOps” server infrastructure supporting a docker based cluster that should allow:

  1. Linux and Windows containers to be managed from an unique monitoring and management platform,
  2. Sandboxing of applications before deployment in production,
  3. Automated and semi-automated deployment in production of applications
  4. Easy horizontal scaling of the infrastructure in the future

Lot 2: Design of an internal workflow supporting:

  1. Continuous integration for new applications.
  2. Publication of legacy applications to the new infrastructure

The expected maximum duration of the services is 1 month (Lot 1) and 2 months (Lot 2). The maximum estimated value of Lot1 is €10,000 without VAT,  €15,000.00 without VAT in case of Lot2.

Nejde o tendr, ale o podporu maximálně čtyř projektů až do výše 60% nákladů (maximálně ale €200.000/projekt). Každý z projektů by měl pokrývat minimálně 5 členských zemí EU a 3 jazyky. Doba trvání „pilotu“: 12 měsíců.

Typy projektů, které mohou uspět s žádostí o podporu:

Projects which facilitate a more structured analysis of disinformation propagation, with effective coordination between different countries involved in the fight against misinformation.

Innovative campaigns aimed at helping social media users to exercise critical thinking and responsibility, exploring, for example, how to harness the power of social media influencers with the aim of educating social media users in critical evaluation techniques;

Multilingual online material and interactive tools to improve the capacities of citizens to acquire a critical understanding of information/images accessed via social media and how to interact with it;

Dissemination of best practice, for instance through conferences, workshops, on-line platforms and/or training programmes;

Any other relevant innovative activities aimed at developing citizens’ ability to dtinguish information from propaganda and fake news, to deconstruct media communication or any other capacity related to critical thinking towards the media;

Activities involving local communities or networks to tailor and make accessible some of the above tools to minorities, people with limited formal education, digital immigrants (50+) or people at risk of being socially marginalised.
